I share your regret that the arrangements made so far have proved unsatisfactory.

The Crown Agents are being asked to resume negotiations with Mitchell Engineering Ltd, but they are being given discretion to sound the firm very carefully and to report back if they think that it is

in any way unsuitable. If Mitchell Engineering Ltd., do not seem fully suitable, I shall ask the Crown Agents on your behalf, to find some other engineers capable of advising you in this matter and of taking the project to the stage indicated in your paragraph 4. It is fully appreciated, however, that this latter course would probably involve another visit to Hong Kong by an expert and it would be much better to proceed, if possible, with Mitchell Engineering Ltd.
